You can't add it to a pageframe, but you should be able to add it to a page. At design time, just select one of the pages for editing, then drop a pageframe class (from the toolbar, toolbox, class browser, project) into it and that's it.

Programmatically, at runtime or in a builder:

form.pageframe1.page2.newobject("oPgfInAPgf","mypageframe", "myctls.vcx")
