Kadafi regime need victims, which will take responsibility for the bad practices in Lybian hospitals, lack of funding and knowledge of their personal.
Most of the lybians are relatives that the only guilty should be foriners. :-(.
Plus he clearly state that lybians need refund for money spent to cover spendings on PanAm airplane crash. They think that situation is the same. There is no clear proof that lybians are guilty, but they paid. Now someother will have to pay
