Not necessarily - it's probably clear from the context, which I momentarily forgot when I was reading. This is actually a clear case where the missing reflexive pronoun (as the Spanish "su" is) would be welcome, but since there's no such thing... we get cases like this. On second reading I got it right :).

They started coming over there in the eighties (converters, that is; cows were usually going in the other direction :), and by nineties it was a slow race between the car importers and the gasoline production - you could buy a car with a catalytic engine, but you weren't sure you could get unleaded fuel everywhere. They eventually caught up.
