How old is the cable modem? I had a somewhat similar problem and the telco said the modem was too old (something about an MTU setting perhaps?) and was not handling the updates the telco had made to their service. They installed a new one and it fixed the problem.

I get the message when opening IE something like 'not conneted, Try Again, or Work offline' I can just hit the Try Again button and it will quickly connect again.
