Your P90 with 40MB or RAM is actually adequate for VFP5 development providing you are not running other apps (MS Outlook alone will take up about 10 to 12 MB of RAM in the background). The Invalid Seek Offset error is obviously a a VFP memory bug, either caused by VFP itelf or the Win95 memory manager. What is weird is this error only occurs on a select set of client workstations and is usually avoided by running these workstations as bare as possible.
