First step is to select language for non-unicode programs such VFP trough start-control panel-regional and language options-advanced tab.
Second, you should adjust code page for scx with cpzero.prg with

do cpzero.prg with "xx.scx", cp

where cp is code page number for chinese.

After that you can write labels in chinese.
