I dont know about MSChart as I dont use it. Our financial charting app does all that and about 100x more but it is a VFP app i.e. you must install it resident on your system (not a Java app inside a browser).

However, we did extract the charting engine behind our app and allow surfers to create static charts (gif's) via a web browser at www.tbocharts.com (you need to register to gain access to all the functionality and it is SA data only).

We chose not to write a Java based browser app for various reasons. We did have a Java based app a while ago but just too many hassles with browsers not having Java allowed or firewalls, etc.

I am sure if you Google for "java based charting app" you will find a java app you can buy or download.
