That depends on the crypto provider that is used. The default configuration is to use the system default provider. Depending on which operating system you have and whether the high-encryption pack for IE is installed, this can be the 40-bit or 128-bit provider. If you select a specific provider, you should get the same results on all operating systems... if the provider is installed.
