If you're into IIS / dot net / SQL server, get DotNetNuke - which is a freebie open source portal generator, where you can pretty much compose your own stuff from what it offers. The same or better thing in the Apache / PHP / MySQL is Joomla (also OpenSource and a freebie).
Both should have modules for shopping carts - or you can use Zen Cart, which is a PHP/MySQL thing also, but it requires some decent knowledge and the setup isn't that simple. Maybe it is now. When I looked it up a couple of years ago, I didn't know as much as I know now :).
Whatever you take:
1) you'll have to learn a lot
2) you'll still have to find a credit card processor and have some code that will handle it the way the processor requires
3) Rick's code already takes care of (2) for several major processors
4) if your market is local, I have no idea how (2) works there, and whether (3) applies. Look up at Rick's.
