I got into a debate about this in my previous job while converting a desktop app to a browser app. When I demonstrated the first version to my two superiors (both from the old school, going back to mainframes) one of the things they didn't like was that the main form didn't "fit" on the screen. I said take a look at amazon.com, cnn.com, etc. You will find few if any web sites that don't scroll vertically. They said we don't care how Amazon does it. Our customers are used to everything fitting on the screen and by god they're going to get it. Good grief. Talk about not making the paradigm shift. The sad part is that form was badly in need of a redesign even on the desktop. Everything but the kitchen sink was thrown on there right next to each other, over 100 fields.

That said, I don't like vertical scroll bars in DESKTOP apps and agree there are better ways of doing it.
