We are aware of this issue which happens when you run twice the install.app and in the first run there was not _startup file setup.
Fix:
MODIFY COMMAND (_startup)
* Should open SetEnvironment.prg which should be your _startup file
Delete the line DO HOME()+"tools\etecnologiaNetExtender\prgs\SetEnvironment.prg"
* This should fix the recursive call
The issue with Can not load 32 bit seems to be related to not having some dlls needed. Are you sure you have the .NET Framework 2.0 installed. It is a requisite for COMWrapper4managed.dll
