Not to dissapoint you, but you can do that since a few years ago. The Framework is free, including the C# compiler. If you don't get hot writing code in Notepad, you have the great SharpDevelop IDE which is Open Source, and it is even fully integrated with other nice OS tools like NUnit, NAnt, etc. It also supports -aside C# and VB.NET- the Boo language, which you would most probably love. Take a look at it!
