Everything you sais is true, if he uses a software VPN client.

From the sound of Dmitry's post, it would seem his client wants him to not use a software VPN client, he wants to use a hardware VPN appliance. In that case Dmitry would not have to do anything but try to connect to something on the other side of the tunnel. The appliance would automatically connect to the remote host.
