One might equally suggest that posters who provoke and needle others until they react inappropriately, and who then holler for their victim to be banned, should be banned along with the victim.
That sort of rule would have a far more moderating effect than trying to prevent clairvoyants who, according to you, can apparently leave a message just long enough for Kevin Goff to read it and can then type a different message in the split second before you post "freeze" to lock in the initial post. ;-)
Suggestion: rather than trying to ban/constrain/govern others' behavior, why don't you simply hesitate for a few minutes before trying to reply? That would solve the whole issue, would it not?
"... They ne'er cared for us
yet: suffer us to famish, and their store-houses
crammed with grain; make edicts for usury, to
support usurers; repeal daily any wholesome act
established against the rich, and provide more
piercing statutes daily, to chain up and restrain
the poor. If the wars eat us not up, they will; and
there's all the love they bear us."
-- Shakespeare: Coriolanus, Act 1, scene 1
