Does that include illegal immigrants? I assume so since they reside in California and may or may not pay taxes (under someone else's ssn).

I heard an interview with Sally Lieber on the tv this weekend about her proposed bill which will outlaw spanking (well striking a child in anyway) children until they are 4:
