In Norway, the king in practice has no power, although in theory he has the power to say no, a "veto right". As far as I know, this right has only been used once, about fifty years ago. The prime minisiter has also relatively little personal power, and he is not elected personally, but by the government, "Stortinget". The PM choose his ministers, who then form the cabinet, "regjeringen". During an election period it's not unusual to have more than one cabinet.
