Is this something that The Mere Mortals .NET FRamework would allow?

You can use its data-driven localization features to change any text on a Web Form or Windows Form. You can use its data-driven security features to either hide or disable controls. You would have to add your own custom logic to move user interface controls to new positions. If you use ASP.NET tables wisely you can get your user interface controls to "move up" when there are no controls shown in a particular row of the table.
