Here some fact and some opinion...

A flat-panel (LCD) monitor will be fuzzy at anything that its 'designated' resolution.
My guess is that you new one will be stabdard at 1680X1050 and I think you will love it.
If you have a problem with font sizes you can always change it in the "Display properties / settings" (Advanced) to "Large size".
My main LCD operates at 60 Hertz and that's it and I have no flicker. I have one hooked up as a secondary monitor that says it operates at 60, 70, 72, 75 and 76 Hertz. I operate at 60 with no flicker. I just tried it at 70 and can't say I see any difference.

I suspect that refresh rate matters more with real CRT screen because of interlacing. To my knowledge LCDs do not interlace.
