Yes, MSXML 4.0 is not an operating system install. All versions prior to MSXML 4.0 are however, so if you use MSXML 3 nothing needs to be installed on Windows 2000 SP3 or later I believe.

This is one reason I continue to use MSXML 3.0 with manual XML work (that and the fact that 4.0 uses the much more strict namespace model that requires namespace prefixes), but of course VFP internally uses MSXML 4.0 for the XmlAdapter so you may still need that.
