Also, that looks like a Rumsfeld off-the-cuff list, not an OFFICIAL list.
I'm no good at Googling yet I came up with these from the mouth of President Bush himself:

UPDATED: Rumsfeld's list included: "help Iraq's transition to democratic self-rule". Did he suggest in any way a 3-parted former Iraq????
