Not entirely accurate. When I lived in Edmonton, and it got to 30 below or so, it really was a dry cold. When I came into a building and took off my coat, I got warm very quickly. Back in Toronto, when it gets to 15 below, and I come into a building and take off my coat, it takes an hour to start feeling warm. In a dry cold, it stays on the surface, but here in Toronto, it goes right to the bone.
