If the users have all rights to the temp directory, it should work fine. But again, putting the temp files on the server is simply redicilous, and it beats the whole purpose of being able to redirect these files!! I suggest you give your users only two options:
1. Use local temp directories
2. Ignore this setting, and leave the problems with a directory bloated with tempfiles to your users.
