The short answer is it can't. But that doesn't take into account the requirement you're being asked to fulfill.
If they have two key employees going on pregnant leave who need access from home, set their machines up as VNC servers. The VNC client works just fine in a web browser. This won't scale at all well.
If they have a remote office and suddenly have a lot of people who need access, terminal services may fit the bill.
If they suddenly want every Tom, Dick, and Harry on the www to have access, you may be SOL without a LOT of work.
