I raised a rucus when I lived in Pickering, less than 1.5 miles from the nuclear plant there.
It was just after Three Mile Island and they were expanding the place.
To cut it short... I learned during my agitation that we were paying top price allowable for electricity. The reason, the Hydro company (gov't owned) was our seller and they had to charge a specific price.
If the city set up a 'municipal utility commission' (or whatever they called it) theycould buy the stuff wholesale and sell it to us cheaper than the supplier themselves!!!
I suggested that it should actually be free for those of us who lived withn 20 miles of such plants, but that went nowhere.
But it was a lesson (in backward pricing) - add more overhead and bureaucracy (a commission) and you get cheaper power. Who'da thunk!?!?!?!
