No one knew who the heck Khomeini was when he moved to France -- in the 1950s, wasn't it? -- and there weren't any laws to stop him in any case.
John, caution is not weakness. France, Germany, and the other allegedly obstructionist UN allies just wanted to follow the correct process, the one that had been agreed upon between nations. If they had found WMD I have no doubt they would have approved a resolution authorizing invasion and participated in it, as they did in the first Gulf War. President Bush and his itchy fingered inner circle wouldn't wait that long and went in Yosemite Sam style. History will be in favor of the cautious voices in this case.
