If it is Windows Server 2003 and the administrator has enabled Volume Shadow Copy for the volume the file was on, there will be previous versions of the file available *IF* the file existed prior to the last Shadow Copy that was run on the server (shadow copies are run at an interval that is set-able by the admin). XP and above clients can recover these files.
If not, then the only recourse is to hope that the administrators were using a third party delete/recovery utility to allow recovery of deleted files or be prepared to do some serious hacking which will likely cause more trouble than just the deleted file.
