I think this was debunked months ago. This story that the Congress and the administration were basing their decisions on the same information was repeated ad nauseam by... the government. Then it turned out that Congress (except the six people in the defense committee or something of the kind) were getting excerpts, not full information available to the government and the committee. And the committee members have a very nasty NDA, so they couldn't speak.
But the story never got widely publicized, so it's quite possible that the general public believes that they did have the same information. Which is actually partially true, it's just that the government had more.
