I have and I've heard of it. Consider the big blackout a few years ago. There were lots of stories of blocks getting together and cooking what was in their freezers as a group.

I was trapped in JFK airport at the time and didn't see that. ;-)

A cynic might observe that sharing thawing frozen food with neighbors isn't really that special... sharing unspoiled food with hobos on the street might be more impressive.
