The difference between now and prior, at least from one interview I heard from a bureaucrat who was in Reagan's admin, is that the neocon's carried much less weight then.

I can't remember the guys name, but he claimed that Reagan almost had to tell Cheney/Rumsfeld, etc. to shutup. That we were going to use political will, not war to accomplish his goals.
