Can you do a test to see what files the program is actually trying to create in a local folder (just for testing) and that might help narrow the problem focus.

the program does not open, it says Visual Fox Pro cannot start.

if i run in admin mode it creates temp files in RTX\TEMP just the way it is supposed to
