Crime isn't the only factor in this argument. It is the result of bad psychology. When government doesn't modify people's behavior appropriately, there is crime.

I remember going to Tiajuana, Mexico and thinking how terrible would you feel if you were born there. You could have been born a few miles north and your life would look so different....
