Normally Win2000 and up warns you if free space is less than 15%.
Either way you are very low on free space for defrag to operate properly.
Windows defragger isn't very efficient and does not try to optimize free space, so multiple runs are recommended if you are having serious fragmentation issues.
Commercial defraggers work better in low free space conditions, and they can be tailored to optimize free space if desired. Some also can defrag pagefiles and MFT tables which can be very helpful.
