Did you have Confg.fpw in VFP HOME() folder?
Check it.
Try to run:
VFP /regserver

Try to delete folders (back up them first):
c:\Documents and settings\YourUserNameHere\Application Data\Microsoft\VFP*

If this didn't help I am out of ideas :-)
