You attach them to the lower grill in order to keep the coals away from the center of the grill. That way, the coals are kept near the sides and you can grill using indirect heat. The shape of the Weber kettle, makes it work beautifully. It won't work if your kettle is smaller than the 18 inch one. Mine is 22, and it works very nicely.
