Not sure you meant then but not now, but the expression means the opposite, as a measure of civic pride; they think their city is so beautiful that once you've seen it, you've seen perfection and can die a happy man, nothing more to fulfil in your life.

I think the french say "le bic"? Biro is the man who invented the ball-point.
