I don't know how apochryphal this is but I was told once that the US actually once offered to make the UK a State.
This is not as startling as the recent news that a past French president/prime minister offered the British PM to combine our 2 countries, under the Queen as head of state. I don't think a French plebiscite would have got through somehow.
