When switching from VFP5 to 6 (m... 7 years ago) we had a loader which was configurable via ini files. We had an installer which would load the VFP6 runtimes if the executable to run was built under 6 and these weren't available locally. The installer was written in 5 so everyone could run it.

I figure you could do something of the kind, i.e. have a loader which would check the local workstation for runtimes, and run an installer if necessary. The installer was tweaked (in Wise, then) to run silently, which is a no-brainer under Inno.
