But you have it! It's the Controls collection of the container and it can be managed by you. And if you really need something similar to the tab order, then you can write two methods (get and set) that will do it. This is probably doable with less than 20-30 lines of code. In VFP 6 you will be able to hide these 2 methods behind a property!
