Peter,

Last year Secretary Rumsfeld indicated grave concern at the military spending undertaken by China.

Just this week more rhetoric from U.S. Administration officials regarding China's increased spending on military/armaments.
And don't forget that China, in January, demonstrated that it can take a satellite out of orbit.

Personally, I don't think that China's military spending, or anyone else's for that matter, is any business of the U.S. (unless the U.S. is providing aid to the country and so has some stake in the country and should have some influence over its spending in general).

If I was China I would interpret statement of concern about my military spending as meddling and indicative of possible problems down the road. I.e. a threat!
