So, each idiot that blackmails us, threatening with bacteria and the rest, should be rewarded?

I'm not sure who is supposed to have suggested that. I do feel confident that if (perish the thought) a rogue nation ever did initiate bacteriological warfare, nuking them to glass will not end the threat. Threatening to nuke them to glass probably increases the ranks of those willing to break glass vials in public places.
FWIW, if you want to attack a particular country, you don't even need to cross their borders. Infecting a transatlantic aircraft with a contagious disease with a 24-hour incubation period would spread the contagion into airports, hotels, offices and entertainment complexes before anybody starts getting sick.
