There's rather such a nazi exploitation of the grandparent's wishes. The mullahs in Kosovo were publicly condemning (in mosques) families with fewer than five children, and publicly praising those with ten or more. Their plan to outbreed Serbs there is in action since late XIX century.

Similar sort of propaganda was spewed by Hitler's machinery, Ceauşescu, radical Serbian right wing (and Serbian Orthodox Church), same in Croatia and its branch of Catholic Church, Stalin... that I know of. It's a time honored traditional way of providing cannon fodder.

I don't like the wild outbreeding the tame. I'd prefer maybe not making more people, but making better people instead. Marx was right, though, the quantity does breed quality, but you never know in advance what that quality will be. I'd prefer fewer, but better educated, more tolerant people.
