When that's all done, then we re-evaluate to see if there are enough people left to be concerned about. My guess is not.

How about drivers who sit in the left lane at a junction (intersection?), you come up and stop behind them, then when the lights change, it's then they decide to put their left turn indicator on (Of course, this applies to the right turn in the UK)
