The hard question is WHY. Why would anybody want to do this to you. What must be done to remove the incentive.

This is not even a reasonable question to ask.

To ask WHY...is to concede that there's validity and justification to what they're doing. They are WRONG....they've BEEN wrong, and should have been stopped a long time ago.
