Manage the threat? Good lord, what does that mean?

It means that if people are motivated to take a job in the post office and dose mail for certain addresses, you can't nuke them. You don't even know they're there.

When a suitcase nuke explodes in your neighborhood, talk to me again about managing the threat.

You have failed to manage the threat. If you know that people have an incentive to do that and make no visible effort to remove the incentive, you've failed.

I prefer a nuclear weapon.

You don't manage a war....you FIGHT a war.
