Not officially, we are still finishing the automatic update program that moves your 2.3 applications to 2.4. If you want 2.4 sooner than later and are willing to perform a manual update (there are instructions in the Dev Guide that shouldn't take too long) then send me a private e-mail and we'll get it to you.
