Yes, because the old one was successful. The movies are an expensive business and studios / producers look for every shortcut they can find. Notice it's called the movie business and not the movie pageant, the movie philanthropy, etc. And as long as remakes make money this will continue. In this we bear at least as much guilt as the moviemakers. Lots of people just want what they've had before again.

It isn't always a disaster. "The Departed" was a remake of a Korean movie. (Incorrectly referred to as a Japanese movie at the Academy Awards).
