There is truth to that. Sometimes when you're driving south for example and you come to an intersection and want to make a left turn, a driver driving north will, without signalling, make a right turn, and I'm absolutely convinced that some do it in order to freeze you so they can make their turn ahead of you. Usually they want to turn directly (and illegally) into the lane you'd be turning into.

The other peeve is the driver ahead of you who wants to make an illegal turn into the wrong lane, so he sits there forever waiting for the traffic in both lanes to die away. You could both have made perfectly legal turns 5 times in the time he keeps you sitting there.
