I was also misunderstanding the original message.

How about:

1. Creating a worksheet, based on a template.
2. Using the Excel feature of copying a sheet. That seems to make an exact copy. This can be done by right-clicking on a sheet, selecting "Move or copy", selecting "Move to the end", and selecting "Create a copy" (wording may vary, translated from Spanish).
3. Optionally, renaming the resulting spreadsheet.
4. Optionally, deleting the entire contents, so as to only include formatting.
