Back in the 80s (remember 55mph everywhere) I would travel in CA and be amazed that everyone was driving 75 MPH. I think the reasoning was "They can't stop us all, there will be the occasional victim, but 1000 of us will get by for every one they stop".

When I moved to Montana in '93, there was no posted speed limit on rural highways. The law was drivers must maintain 'Reasonable and prudent' speed. Left a lot to the imagination.
