Let me venture with a guess. Government will adapt with much fanfare certain programs that will provide tax credits to industries participating in global warming prevention (probably some nice acronym will be invented). To pay for the credits Congress will resolutely close certain 'tax loopholes and shelters', the same that they close every time to balance next spending bill.
